On July 6, a Cedar Springs Police Officer was sent to a disorderly call on Sarah Street in Cedar Springs Mobile Estates. The complaint of a family friend throwing things at the home was investigated and the officer closed the case. The suspect was a registered sex offender that had recently registered as homeless in Ludington, an option that is acceptable for the Michigan Sex Offender Registration Act.

Chief Parent said that they later learned that this registered sex offender was being overly friendly towards the children, rubbing their backs and tickling their legs. They were also given a paper doll cut-out that when pulled a certain way resulted in an obscene gesture. This paper doll was shown to at least one of the young teens.

After reviewing the case, police sought and received a felony warrant for “Failure to comply with the Michigan Registration Act” (Failure to register motor vehicle). “The suspect failed to register all vehicles owned by him or available to be used by him, a requirement of the Michigan Sex Offender Registration Act,” explained Parent. A misdemeanor charge for Disorderly Person – Obscene Conduct was added along with this person being a Habitual Offender- Fourth Offense Notice.

George William Winters, 58, of Ludington, was picked up from the Mason County Jail on July 31st and transported back to Kent County. Bond was set at $10,000.00. Winters will be arraigned in 63rd District Court.

In this case, a family moving to Cedar Springs knew George Winters and asked him to help them move using his pickup truck.
